India and Ukraine have maintained diplomatic relations since January 1992. The official MEA bilateral brief records that India recognised Ukraine’s independence in December 1991, established diplomatic relations in January 1992 and opened an Embassy in Kyiv in May 1992.

MEA records state that pharmaceuticals are among India’s major exports to Ukraine and that, in value terms, India is the third-largest exporter of pharmaceutical products to Ukraine after Germany and France.
During COVID-19, the official brief records that India provided 30,000 hydroxychloroquine tablets in May 2020, also provided Oseltamivir and Atazanavir, and that Ukraine began its vaccination drive a day after receiving 500,000 doses of Covishield from India. India also donated medicines and serums worth INR 5.2 crore in December 2017 at Ukraine’s request.

WHO continues to report pressure on Ukraine’s health system during the ongoing war. A 5 December 2025 WHO Europe update said WHO had verified 2,763 attacks on health care in Ukraine since February 2022. This page does not imply that every Ukrainian patient needs to leave Ukraine for treatment.
Ukrainian is the official language of Ukraine, and Russian is also spoken by many people. Indian hospitals generally use English for medical records and specialist consultations. Ukrainian- or Russian-language support can be arranged when needed, and important records may need English translation for specialist review.

Cancer is one of the most important treatment areas for Ukrainian patients seeking specialised healthcare. According to the IARC GLOBOCAN 2024 Ukraine fact sheet, the country had an estimated 153,699 new cancer cases, 82,596 cancer deaths and 368,579 five-year prevalent cases. These are GLOBOCAN 2024 estimates, not current 2026 case counts, and they should not be interpreted as an individual's diagnosis or prognosis.
The same official fact sheet ranks colorectum first among estimated new cases in both sexes (21,007; 13.7%), followed by breast (18,344; 11.9%), lung (16,028; 10.4%), prostate (9,229; 6.0%) and corpus uteri (9,031; 5.9%). Among Ukrainian women, breast cancer was the leading site (18,344; 23.3%), followed by colorectum and corpus uteri. Among Ukrainian men, lung cancer was the leading site (12,887; 17.2%), followed by colorectum and prostate. How Should Ukrainian Patients Choose an Indian Hospital?
Start with the diagnosis. Ask whether the hospital treats the specific disease, whether the required specialty and surgeon or oncologist are available, whether ICU and advanced diagnostics are in place, whether international-patient services exist, whether the quotation is transparent, and what follow-up arrangements are available. Ukraine is currently listed among the countries eligible for India's e-Visa system. Medical treatment is an eligible purpose. The official portal provides e-Medical and e-Medical Attendant categories. The official MEA brief records that India included Ukraine in the e-Visa scheme on 27 November 2014. Yellow Fever and Health-Entry Requirements for Ukrainian Travellers
Ukraine is not listed among yellow-fever endemic countries on India's IHR points-of-entry guidance. A yellow-fever certificate can still be required if the traveller has recently been in, or transited landside through, a listed endemic country.
India's IHR guidance states that a yellow-fever certificate becomes valid 10 days after vaccination where one is required.

Can Ukrainian Patients Get a Second Medical Opinion from India?
Yes. Patients can often share their medical records with an Indian specialist before deciding to travel. A second opinion can be useful before major cancer, cardiac, brain or spine surgery, joint replacement, organ transplantation, long-term chemotherapy, radiation therapy or complex fertility treatment.

Can Ukrainian citizens get medical treatment in India?
Yes. Ukrainian citizens are eligible for India's e-Visa system, including the e-Medical Visa category, subject to current requirements.
Is Ukraine eligible for India's e-Medical Visa?
Yes. Ukraine appears on the Government of India's current official e-Visa eligible-country list. A category-wise official fee table currently lists the e-Medical Visa at US$85. Confirm the live amount before payment.
How early can a Ukrainian patient apply for an e-Medical Visa?
The current Government of India guidance says eligible applicants for e-Medical and e-Medical Attendant visas can apply online at least four days before arrival, with a 120-day window.
How long is India's e-Medical Visa valid?
The current official e-Visa portal lists the e-Medical Visa as one year from arrival with multiple entries. Patients should verify the live portal at the time of application.
Can a Ukrainian family member accompany a patient?
Yes. India provides an e-Medical Attendant Visa for eligible attendants. The current official guidance states that only two e-Medical Attendant Visas are granted against one e-Medical Visa.
Do Ukrainian patients need a yellow-fever certificate?
Ukraine is not listed among yellow-fever endemic countries on India's IHR points-of-entry guidance. A certificate can still be required if the traveller has recently been in, or transited landside through, a listed endemic country.
Can patients apply through the Embassy of India in Kyiv?
Yes. The Embassy currently publishes e-Visa and Medical Visa notes and receives regular visa applications by appointment. Patients who are unsure about e-Visa eligibility, or who are not currently residing in Ukraine, should confirm the live Mission instructions.
How much does medical treatment in India cost for Ukrainian patients?
There is no fixed price. Cost depends on diagnosis, treatment, hospital, specialist, medicines, investigations, implants, ICU care and length of stay. GAF presents USD planning estimates, not guaranteed hospital quotations.
What cancers are common in Ukraine?
GLOBOCAN 2024 estimates 153,699 new cancer cases and 82,596 cancer deaths in Ukraine. The leading sites by estimated new cases among both sexes were colorectum, breast, lung, prostate and corpus uteri. These are population-level estimates, not an individual diagnosis.
Can Ukrainian patients get cancer treatment in India?
Yes. Indian oncology centres provide surgery, chemotherapy, radiation therapy, immunotherapy, targeted therapy, precision oncology and other treatments depending on the diagnosis and clinical indication.
Can I get a treatment estimate before travelling from Ukraine?
Yes. Medical records can be submitted for preliminary specialist review and an indicative hospital estimate can be requested.
Can I send my medical reports from Kyiv?
Yes. Patients from Kyiv, Lviv, Odesa, Dnipro, Kharkiv and other locations, including those temporarily residing outside Ukraine, can share records before travel. Indian hospitals may request English translations of important Ukrainian- or Russian-language records.
Can patients from other parts of Ukraine travel to India?
Yes. Patients from Lviv, Odesa, Dnipro, Kharkiv and other regions can use the same medical-treatment pathway, subject to applicable travel, security and visa requirements. The international departure point should be confirmed immediately before booking.
Can I get a second opinion from an Indian specialist?
Yes. Medical records can be shared with an appropriate Indian specialist for preliminary second-opinion review before travel. A remote opinion does not replace an in-person examination when one is clinically necessary.
Which Indian cities can Ukrainian patients consider?
There is no universal best city. Delhi NCR, Mumbai, Chennai, Hyderabad and Bengaluru are live GAF catalogue cities. Pune can also be considered, but this page does not link to a Pune directory because that city is not yet in the live catalogue. The appropriate city depends on the diagnosis and required specialty.
How long should I stay in India?
The duration depends on the treatment. A consultation may require a short visit, while surgery, radiation therapy, chemotherapy or transplantation may require a substantially longer stay.
Does India have healthcare and pharmaceutical ties with Ukraine?
Yes. Official MEA records identify pharmaceuticals and health among the areas of bilateral cooperation, record a Joint Working Group on Healthcare and Pharmaceuticals, and state that India is the third-largest exporter of pharmaceutical products to Ukraine after Germany and France.
Does the current situation in Ukraine affect medical travel planning?
It can. WHO continues to report pressure on Ukraine’s healthcare infrastructure. A 5 December 2025 WHO Europe update recorded 2,763 verified attacks on health care since February 2022. Patients should verify current travel, border, security and airline conditions rather than relying on a permanent route published on a medical-tourism website.
Can Ukrainian medical records be submitted in Ukrainian or Russian?
They can be submitted for preliminary coordination, but Indian hospitals may request English translations of important records. Pathology, imaging and treatment summaries are particularly important.
Can Ukrainian patients receive communication support in Ukrainian?
Communication support can be coordinated where required. Indian hospitals generally use English for clinical communication, so Ukrainian- or Russian-language assistance can be useful for complex treatment.
Can Ukrainian patients get heart surgery in India?
Yes. Indian cardiac centres provide procedures including angioplasty, CABG, valve surgery, electrophysiology and other cardiac treatments, subject to specialist assessment.
Can Ukrainian patients get IVF treatment in India?
Yes. Indian fertility centres provide IVF, ICSI, IUI, embryo-transfer procedures and other fertility services subject to medical and applicable legal requirements. GAF does not yet publish a dedicated IVF page.
Is India right for every Ukrainian patient?
No. International treatment is not automatically appropriate when the patient is medically unstable, cannot safely fly, needs immediate local treatment, or when the expected benefit does not justify the burden of travel.
Does insurance cover treatment in India?
Coverage depends on the patient's policy. Confirm whether planned treatment abroad, India, surgery, cancer treatment, medicines, emergency care and medical evacuation are covered, and obtain written confirmation where possible.
Is the hospital estimate final?
Not necessarily. A preliminary estimate is based on the information available before treatment. The final plan and cost can change after examination and investigation in India.
